FAQ
Questions a careful buyer asks
Short, direct answers. If yours is not here, write to us and we will answer it in writing.
What is DrawbackIQ?
Self-service software. You upload your own import and export records, review the matches the software proposes (each with its reason and warnings), accept the ones you want and download a worksheet. You then give that worksheet to your licensed customs broker.
Do you file my claim?
No. DrawbackIQ does not prepare claims for you, does not file anything with U.S. Customs and Border Protection and does not connect to ACE. Your licensed customs broker, or your own ABI filing team, prepares and files any claim.
Is this legal or customs advice?
No. The software and this site give general information about how the tool works. They are not legal advice or customs advice, and nothing here creates an advisory relationship. Ask your customs broker or a customs attorney about your facts.
Are you a customs broker?
No. DrawbackIQ is operated by Buckshot Digital Sales Inc. in Ontario, Canada. It sells software. It is not a licensed customs broker and does not act as an agent or attorney-in-fact for anyone before CBP. We never ask for a power of attorney.
What do I need to use it?
Three things:
- Your import entry lines and export records, as CSV files.
- A licensed customs broker, or your own ABI filing capability, to prepare and file any claim.
- Answers from your broker about prior notice or a waiver, accelerated payment and any bond. DrawbackIQ does not set these up.
Do I need a drawback bond or accelerated payment?
That is for you and your broker to decide. Without accelerated payment, refunds generally wait for liquidation, which can take a long time. Accelerated payment involves an application and a surety bond. DrawbackIQ does not apply for either and does not charge for them.
Will my broker accept a worksheet I prepared?
Ask them. Some brokers work from client-prepared data and some do not. DrawbackIQ does not recommend, introduce or pay brokers, and no broker pays us. The worksheet is a starting point your broker checks against your entries; it is not a filing.
What does it cost?
Early access has no charges. After early access there will be a flat software fee, announced before launch. It will not be a share or percentage of any refund. Your broker's fees, and the cost of any bond, are separate and are paid to your broker and surety, not to us. See pricing.
How far back can I claim?
A complete drawback claim must be filed within 5 years of the date the goods were imported (19 U.S.C. 1313(r)(1); 19 CFR 190.51(e)). Extensions are available only if CBP caused the late filing or after a declared major disaster, so plan on none. The software shows a deadline for each import line and leaves expired lines out of its totals. Confirm the date of importation on your entry summary, because it can differ from the entry date.
My exports did not have a Form 7553 notice or a waiver. Can I still claim?
Possibly, but not by default. For unused merchandise, a Notice of Intent to Export (CBP Form 7553) must be filed at least 5 working days before export, unless CBP approves another period or you hold a waiver of prior notice (19 CFR 190.35, 190.91). If goods were exported without either, you can apply to CBP once under 19 CFR 190.36. CBP can deny the application, and claims are not paid until it is approved. DrawbackIQ asks you to record the status of each export and holds out exports with none recorded. Your broker can tell you what is realistic.
I paid IEEPA duties. Can I use those entries?
IEEPA duties are not refunded through drawback. CBP's separate process for refunding IEEPA duties may reject an entry that is also on a drawback claim. DrawbackIQ warns you about such entries and asks you to acknowledge the warning before you accept a match. Talk to your broker about the order in which to proceed.
What kinds of drawback does it handle?
Unused merchandise drawback by direct identification and by substitution. It does not handle manufacturing drawback, destruction claims, returned or rejected merchandise, packaging, wine or petroleum. See what is not supported yet.
How accurate are the amounts?
They are estimates for planning and for your broker to verify. The substitution lesser-of limit is approximated from the values you enter, and CBP and your broker decide eligibility and amounts. See the methodology and what affects your refund.
